How would curriculum/content would be generated?

Much is already created by public funds: pbs kids stuff. Private companies could contract. Individuals can contribute videos/flash games and lessons/etc. just like people contribute to YouTube and such. Better utilization of music. Opportunity to rate content by preference for kids.
